If u want a server without lag the better is located a server in the datacenter but u pay the location.
Or u bought a server in a shop comp

get more ram,
dont need an up to date processor cos ut2003 is a pretty old game

make sure all ports 7777-7788 are open IF ur behind a router and theres some line in the UT2003.ini serverbehindNAT=false change that to true if uve got a router
